Henan has unveiled new policies for paid leave, under which leading officials are required to take the lead in taking vacations to ensure that all eligible employees can fully enjoy their entitled leave.

On August 5, the Organization Department of the CPC Henan Provincial Committee and multiple other departments jointly issued the Notice on Further Promoting the Implementation of Paid Off-Peak Leave for Employees.

The notice puts forward that the leave rights and interests of all employees shall be protected in accordance with the law. Employers shall strictly implement the provisions on paid annual leave. All employees who have worked continuously for 12 months, regardless of staffing status, labor contract, labor dispatch arrangement or temporary employment, shall equally enjoy the paid annual leave.

The standard for annual leave days is: employees with accumulated working experience of 1 full year but less than 10 years are entitled to 5 days of annual leave; those with 10 full years but less than 20 years of working experience are entitled to 10 days; those with 20 full years or more of working experience are entitled to 15 days.

Statutory holidays, rest days, marriage and maternity leave, parental childcare leave, care leave and other types of leave shall not be counted into the annual leave days.

Party and government organs and public institutions shall simplify the leave approval process, and implement the mechanism of individual application and unit filing. Enterprises shall optimize the approval process in combination with their production and operation conditions, and avoid imposing extra restrictive requirements at all levels or setting disguised restrictions.

The principal responsible person of the entity shall be the first person in charge. Leading cadres shall take the lead in taking leave, to promote all employees to take their entitled annual leave in full.
