The rollout of detailed rules in third- and fourth-tier cities is accelerating.

According to the monitoring of China Index Academy, as of November 5, 21 cities across the country have rolled out the detailed implementation rules for the 8.28 New Policy, including first-tier cities (Beijing, Shanghai, Guangzhou, Shenzhen), second-tier cities (Nanjing, Suzhou, Hangzhou, Chengdu, Wuhan, Tianjin, Hefei, Ningbo, Wenzhou, Changsha, Xi'an, Jinan), and third- and fourth-tier cities (Shiyan, Jinhua, Shaoxing, Bozhou, Jingmen). Third- and fourth-tier cities have entered a concentrated implementation period, and other cities including Nanchang, Mianyang and Luzhou have released drafts for public comments.

More new formulations have emerged in the newly released detailed rules, Jinhua clearly stipulates that for newly announced projects after August 28, the single pre-sale scale shall not be less than 5,000 square meters (excluding the last batch) and shall not be smaller than a single building, making it the first city to clarify the single pre-sale scale;

Bozhou clarifies that for projects that have obtained land before August 28 but have not obtained the construction planning permit, the pre-sale management shall be implemented in principle in accordance with the policies for newly transferred land projects. For those that can ensure on-time completion and delivery, the pre-sale conditions, pre-sale capital supervision and other provisions shall still be implemented in accordance with the original policies, it is the only city so far that has not set a time limit for such projects;

Jingmen, as a previous pilot city for existing home sales (in October 2023, it issued the *Implementation Plan for the Pilot Work of Existing Commercial Housing Sales in Jingmen*, with the pilot scope covering newly transferred real estate development land in Dongbao District, Jingmen High-tech Zone · Duodao District, and Zhanghe New Area, and the pilot period from October 2023 to September 2026). The implementation opinions this time involve three aspects and nine policies, and also present some new features:

First, clarify the classified promotion of existing home sales. For land newly transferred after August 28, existing home sales shall be implemented in principle; for projects that have obtained land before August 28 but have not obtained the construction planning permit, existing home sales shall be prioritized; for projects that have obtained the construction planning permit before August 28 but have not obtained the pre-sale permit, existing home sales are encouraged. Jingmen is the first city so far to clarify that existing home sales shall be implemented in principle for newly transferred plots after August 28. The phrase "in principle" is also a continuation of the previous policy, and the new policy does not mention historical legacy projects. (Note: In July 2025, Jingmen released a new property market policy, which prioritized the existing home sales model for high-quality newly transferred real estate development land. Starting from January 1, 2026, commercial housing developed on newly transferred land shall be sold as existing homes in principle. In accordance with the principle of "differentiating between new and old projects", the pre-sale threshold for commercial housing will be gradually raised. For projects that obtained construction permits after August 1, 2025, the project progress shall reach the capping of the main structure of the building. The policy is valid for one year).

From the perspective of pilot existing home sales projects, Jingmen was designated by the Ministry of Housing and Urban-Rural Development as the pilot city for existing home sales in Hubei Province in 2023. The first two pilot projects, Churong · Hefu and Chenggong · Yijuyuan, started construction in April 2024. As of May 2025, the decommercialization rate of both projects has reached over 90%. Among them, all 106 housing units of Chenggong · Yijuyuan were sold out on the first day of opening in April 2025, the residential signing rate of Churong · Hefu was about 80% and all shops were sold out. The decommercialization performance of the first batch of pilot projects is good, which has accumulated practical foundation for the implementation of this detailed rule.

Second, clarify the scope of the pre-sale policy, for land newly transferred after August 28 and projects that have obtained land before August 28 but have not obtained the construction planning permit, if they apply for pre-sale, the pre-sale conditions and pre-sale capital supervision shall be implemented in accordance with the provisions of the new policy. For projects that have obtained land before August 28 but have not obtained the construction planning permit, Jingmen has not set a transition period (most other cities implement the original pre-sale conditions before the end of 2027), and the policy is significantly different from that of other cities.

In addition, in the support for phased construction and acceptance, it is proposed that "after the land transfer price payment ratio is not less than 50%, without going through the land use right certificate, the administrative approval procedures for construction project planning permit, construction permit and other procedures can be handled at a ratio no higher than 50% of the approved total floor area with plot ratio. The relevant items that are allowed to be supplemented later shall be completed before applying for the commercial housing pre-sale permit or commercial housing sales filing. Safety and functional facilities and equipment such as fire protection, power supply, water supply and gas supply shall be constructed and accepted in the first phase of the project", which further clarifies the requirements for the first-phase acceptance.

On the whole, up to now, 21 cities have rolled out detailed implementation rules for existing home sales. Second-tier, third- and fourth-tier cities have higher overall flexibility, and more cities have clearly encouraged the replacement with letters of guarantee (Jinhua, Shaoxing and Bozhou have all mentioned this). The detailed rules of previous pilot cities for existing home sales have also been implemented, which has certain benchmark significance. The detailed policy rules of Jingmen mostly institutionalize and standardize the existing practices under the framework of the August 28 New Policy, and also provide reference for other pilot cities.
