On October 23, Hangzhou Municipal Bureau of Planning and Natural Resources issued the "Announcement on the Listing and Transfer of State-owned Construction Land Use Right in Hangzhou (Hangzhou Planning and Resources Announcement [2026] No.R026)", listing two residential plots in Shangcheng District and Xiaoshan District, which marks the 26th land listing in the urban area of Hangzhou in 2026.

The total area of the plots to be transferred this time is 61.7 mu, with a construction area of 64,000 square meters and a total starting price of 765 million yuan. The transfer will be carried out on November 24, 2026.

Among them, the plot SC110206-16 in Jianqiao Unit, Shangcheng District is numbered Hangzhou Government Reserve Transfer [2026] No.87, with a transfer area of 21,100 square meters, a floor area ratio of 1.6, the land use nature is residential land (with supporting public facilities), the starting price is 464 million yuan, and the starting floor price is 13740 yuan per square meter.

The plot XS160108-23 in Xianghu Unit (Northern Wenyan Area), Xiaoshan District is numbered Hangzhou Government Reserve Transfer [2026] No.88, with a transfer area of 20,100 square meters, a floor area ratio of 1.5, the land use nature is also residential land (with supporting public facilities), the starting price is 301 million yuan, and the starting floor price is 10000 yuan per square meter.

In accordance with the requirements of the document "Notice of the Ministry of Housing and Urban-Rural Development, the Ministry of Natural Resources, and the State Administration of Financial Regulation on Improving the Commercial Housing Sales System" (Jian Fang Gui [2026] No.3), both plots allow bidders to independently choose pre-sale or existing housing sales.

The announcement requires that bidders must be legal persons or other organizations with real estate development qualifications at home and abroad. Enterprises and their holding companies shall not participate in the bidding for the same plot. After winning the bid, they shall submit certification materials that meet the requirements of purchasing land with self-owned funds.

This listing is conducted through the Zhejiang Natural Resources Smart Transaction Service Platform. Bidding applicants can log in to the platform to register from 9:00 on November 14, 2026 to 17:00 on November 23, 2026. The transfer adopts free bidding, and the winner is determined according to the principle of highest bidder wins.

The announcement also clarifies the liability for breach of contract: if the bidder is found to be non-compliant after review, the bid-winning qualification will be cancelled and the bid deposit will not be refunded, and the violation will be included in the social credit system of the bidder and its investment decision-making entity; if an enterprise under the same group violates the regulations for the second time, it shall not participate in land bidding in Hangzhou within three years.
