Tianjin's new housing provident fund regulations add three new withdrawal scenarios, under which the funds can be withdrawn for property fees, home decoration and house renovation.

On October 21, Tianjin Housing Provident Fund Management Center issued a public notice, adding three new scenarios for housing provident fund withdrawal, namely property fees for self-occupied housing, decoration fees for newly purchased self-occupied housing, and decoration and renovation fees for self-occupied housing, expanding the scope of housing provident fund utilization to relevant expenditures during the housing holding period.

In accordance with the new policy, employees and their spouses who own housing within the administrative region of Tianjin may withdraw their housing provident fund once a year to pay property fees before December 31 (inclusive) of each year, and the total annual withdrawal amount shall not exceed 3,000 yuan.

For newly purchased self-occupied housing, where the housing is purchased within the administrative region of Tianjin and meets the conditions for housing purchase withdrawal, employees and their spouses may withdraw the housing provident fund once for the relevant housing to pay the decoration fees within two years from the delivery date specified in the purchase contract of newly built housing, or within two years from the date of obtaining the housing property right of second-hand housing. The total withdrawal amount shall not exceed 1,500 yuan per square meter multiplied by the construction area of the purchased housing, and shall not exceed 150,000 yuan.

For decoration and renovation demands, employees and their spouses who have owned the same housing within the administrative region of Tianjin for 10 full years and have not withdrawn the housing provident fund for housing purchase payment, down payment or repayment of principal and interest of housing loans in the past year may withdraw the provident fund once for the said housing for partial repair and renovation of kitchens, bathrooms, doors, windows, walls and other parts, and the total withdrawal amount shall not exceed 30,000 yuan.

To protect the rights and interests of employees, the notice clarifies the adjustment arrangement for the handling period of relevant withdrawal businesses: for the withdrawal deadline of decoration fees for newly purchased housing that falls between September 20, 2026 and December 31, 2026, the withdrawal deadline will be extended by 6 months; if the 2026 property fees are not withdrawn before December 31, 2026, the withdrawal deadline will be extended to June 30, 2027.
