"Can't get the license for the brand-new e-bike right after purchasing it? 25 CCC certificates for electric bicycles of CFMOTO have been revoked, and the vehicle owners are anxiously asking: 'Who should be held accountable if I get fined for riding it on public roads?'"

Chunfeng Power's "fastest-growing" business has suffered a fatal impact.

"I just bought a new vehicle home, only to suddenly find that it cannot be registered! Who will bear the responsibility for the resulting fines?"

Recently, the ZEEHO electric bicycle business under CFMOTO has had a large number of New National Standard Compulsory Product Certification (hereinafter referred to as CCC) certificates suspended or revoked in advance, leaving a large number of new car buyers unable to complete vehicle registration procedures.

The BUG column has learned that 8 models of ZEEHO New National Standard electric bicycles have been collectively taken off shelves and stopped for sale recently on multiple mainstream online channels. However, in Hangzhou, Shanghai and other regions, most offline stores are still selling models whose relevant CCC certificates have been suspended.

According to multiple heads of offline stores who introduced to the BUG column, "Due to the 'expiration' of ZEEHO electric bicycle CCC certificates, all New National Standard electric bicycles have been unable to be registered normally in the past month. Online channels also took these products off shelves four days ago (October 10), and only offline stores can sell them normally."

It is worth noting that the BUG column learned from the State Administration for Market Regulation that on September 29 and October 9 this year alone, 25 CCC certificates for ZEEHO electric vehicles were suspended or revoked, most of which had been issued for only about one month, with the suspension period lasting 3 months.

In response to the collective removal of these New National Standard electric bicycles from shelves, the channel customer service responded: "We are very sorry that due to platform operation adjustments, all electric bicycles in the store have been temporarily taken off shelves at present. The specific re-listing time shall be subject to the official announcement."

ZEEHO New National Standard "electric bicycles" are fully taken off shelves online

The BUG column noticed that on a well-known e-commerce platform, all 8 models of "New National Standard electric bicycles (abbreviated as: New National Standard e-bikes)" in all official ZEEHO stores have been collectively taken off shelves and stopped for sale, covering models including EZ1i, EZ2i, AE5i, EZ3i, Mo2i, AEONE, etc. Among them, Mo2i, AE3i Pro and other models were only released on June 16 this year. Now they have been on the market for just over four months, and have been hastily removed from online channels due to certificate issues.

However, during on-site visits, the BUG column found that in Hangzhou, Shanghai and other regions, most models that have been taken off shelves online are still publicly sold through ZEEHO offline channels, including Mo2i, AE ONE and other models.

According to multiple heads of offline stores who introduced to the BUG column, "Due to the 'expiration' of ZEEHO electric bicycle CCC certificates, all electric bicycles have been unable to be registered normally in the past month. Online channels also took these products off shelves four days ago (October 10), and only offline stores can sell them normally."

Multiple offline store staff confessed to the BUG column, "These models have all been taken off online channels in the past two days, and they can only be purchased offline." The reason for the removal of vehicles points to "abnormal CCC certificates" — due to reasons such as "expiration requiring new certificates", these models cannot be purchased through online channels, and purchases through offline channels also face the problem of being unable to register for nearly a month.

On platforms such as Xiaohongshu, many users who have purchased ZEEHO electric bicycles and are facing the problem of being unable to register said helplessly: "I often need to travel across districts during the day, but personal registration cannot pass. I am really worried about being checked and fined while riding!"

In response to user feedback that some models cannot be registered due to abnormal CCC certificates, ZEEHO official customer service responded to the BUG column: "We have received relevant feedback, and the platform is actively promoting the processing, and no clear processing time limit has been announced to the public for the time being." It suggests that users first communicate and negotiate with the purchase store for a solution. However, for the issue of being unable to register, relevant stores can only respond to users to "wait a little longer".

25 CCC certificates revoked and suspended within 2 days

Compared with the responses from official customer service and offline store staff, the situation of large-scale certificate suspension or "revocation" from the State Administration for Market Regulation is even more severe.

The BUG column found through inquiries that on October 9, the day before the "collective removal of electric bicycles from online malls" mentioned by ZEEHO store staff, and on September 29 this year, 25 CCC certificates under Zhejiang ZEEHO Electric Vehicle Manufacturing Co., Ltd. were reported for suspension. Data shows that a large number of certificates suspended this time were issued by China Automotive Certification Center Co., Ltd. In addition, multiple certificates certified by China Quality Certification Center Co., Ltd. were directly revoked.

In terms of the length of the suspension period, most of the certificates suspended on October 9 were newly issued in early September this year, and their original expiration dates are mostly September 2031, with the suspension period all 3 months.

Multiple revoked certificates were newly issued in February this year, with the certificate expiration date of August 2030, but they were revoked 8 months after being newly issued.

It is worth noting that on October 9, the day when a large number of ZEEHO e-bike CCC certificates were reported for suspension, China Automotive Certification Center Co., Ltd. also issued the Notice on Resuming Relevant Certification Activities in the CCC Field, stating that in accordance with the requirements of the Notice on Suspension for Rectification (Guorengren Jian Ting Zi [2026] No. 1) issued by the Certification and Accreditation Administration of the People's Republic of China (abbreviated as "CNCA"), the company has completed all rectification work and passed the rectification acceptance organized by CNCA, and will resume CCC certification activities from that day on.

According to the Statement on Suspension for Rectification in the CCC Field previously released by China Automotive Certification Center Co., Ltd., during the process of compulsory product certification for independent drum parking brake linings used in M1-class vehicles, the company failed to accurately identify its brake application scenario and whether it falls within the scope of the compulsory product certification catalogue, and issued compulsory product certification certificates. From September 9 to October 8, 2026, the company was ordered by CNCA to suspend business for rectification.

Although ZEEHO has not officially disclosed the real reason for the collective removal of a large number of "New National Standard e-bikes" from shelves at present, the time when a large number of CCC certificates were reported for revocation or suspension highly overlaps with the period when the certification body China Automotive Certification Center Co., Ltd. was ordered to rectify, which indirectly reflects the truth behind the large-scale removal of ZEEHO electric bicycles from shelves: compared with the store staff's statement that "certificates expire and need to be replaced", the temporary suspension of a large number of newly issued certificates may be the real reason for this incident.

A more noteworthy detail is — if all ZEEHO New National Standard electric bicycles are taken off shelves because a large number of CCC certifications are suspended for 3 months, can users really complete the registration 1 month later after purchasing the so-called "CCC certificate expired" electric bicycles that offline stores are currently selling?

CFMOTO's "fastest growing" business suffers a fatal blow

Behind the emergency suspension or revocation of 25 CCC certificates, it directly exposes obvious loopholes in ZEEHO's mass production consistency control and parts compliance reporting system during the stage of rapid sales expansion. This large-scale certificate suspension or revocation is not an individual case of a single model, but a concentrated outbreak of multiple certification units and multiple product matrices collectively violating regulations.

According to Article 29 of the national Provisions on the Administration of Compulsory Product Certification (CCC), from the date of cancellation or revocation of the certification certificate or during the suspension period of the certification certificate, products that do not meet the certification requirements shall not continue to leave the factory, be sold, imported or used in other business activities.

This means that ZEEHO is currently facing multiple rigid cost pressures. First of all, during the certificate suspension and rectification period, the production lines of corresponding models must be restricted and shut down, directly causing production capacity stagnation. Secondly, the huge inventory of pre-produced, unsold and unregistered vehicles will most likely need to be rechecked, rectified, replaced with parts or even recalled and reviewed in batches, and the enterprise will incur huge rectification costs, testing costs and material modification costs.

At the terminal sales level, the impact of this turmoil is more direct. Even if offline stores carry out "illegal" sales work, the inability to register directly breaks through the bottom line of consumers' car purchase, and the market willingness to buy drops significantly. Offline stores are caught in the awkward situation of "having goods that cannot be sold and are hard to sell", leading to terminal unsalable goods, inventory backlog, and damaged channel confidence, which has dealt a heavy blow to ZEEHO's rapidly expanding offline channel system.

From the perspective of the capital market and the fundamentals of listed companies, the impact of this incident is extremely lethal. As CFMOTO's core growth sector with the fastest growth rate and the highest gold content at present, ZEEHO's electric two-wheeler business achieved revenue of 1.912 billion yuan in 2025, a year-on-year surge of 381.03%; annual sales volume reached 551,200 units, a year-on-year increase of 420.17%, which is the key new business curve of CFMOTO with the fastest growth rate and supporting high valuation and high growth expectations in the capital market.

In the key cycle of explosive business growth, full channel expansion and brand upward breakthrough, the sudden turmoil of collective CCC certificate suspension for multiple models across the whole line is undoubtedly a major negative impact on the company's performance expectations, brand reputation and secondary market sentiment.

Looking at the entire electric two-wheeler industry, supervision has continued to tighten this year. Leading brands such as Yadea, Aima and Tailang have all seen sporadic suspension of CCC certificates for individual models, but the situation where more than 30 certificates are collectively suspended covering all main New National Standard models like ZEEHO this time is extremely rare in the industry.

This also exposes the common problem of enterprises in the process of rapid volume expansion: emphasizing market expansion while ignoring compliance control, emphasizing sales growth while ignoring mass production consistency. For ZEEHO and CFMOTO, this turmoil is not only a short-term crisis of registration, sales and inventory, but also a severe compliance test. If the rectification and aftermath do not meet expectations, it may continue to affect brand reputation, channel trust and long-term growth space in the future.
