Hong Kong's Northern Metropolis will supply 400 hectares of industrial land in the next five years, and advocates unblocking the "four flows" to attract investment.

The Northern Metropolis in Hong Kong will generate 400 hectares of industrial land in the next five years, covering six major industrial parks, with the Hetao Hong Kong-Shenzhen Innovation and Technology Park taking the lead in launching, and 8 plots of land have been put up for tender so far. Some legislators have proposed to unblock the "four flows" to facilitate investment attraction.

The first five-year plan of Hong Kong has set a rigid target of 900 hectares of available land supply in the Northern Metropolis, of which more than 400 hectares are industrial land, accounting for over 40%, making it the largest category of land use, which will provide more than 10 million square feet of economic floor area.

The six major industrial parks include San Tin Technopole (210 hectares), Hetao Hong Kong-Shenzhen Innovation and Technology Park (87 hectares), Hung Shui Kiu Modern Logistics Hub (32 hectares), Hung Shui Kiu Industrial Park (27.5 hectares), Advanced Construction Industry Park (30 hectares) and Sha Ling Data Park Site (11.6 hectares), totaling nearly 400 hectares, covering innovation and technology as well as logistics industries.

In addition to the Sha Ling Data Park whose land was granted earlier this year, the Hetao Park has the fastest progress, with 8 plots of land for innovation and technology and talent apartments put up for tender; the first batch of 4 plots of land closed for tender in August, receiving 6 bids from high-end technology industries and large comprehensive enterprises. Building 1, which will be completed at the end of this year, is named "Hetao Innovation & Research Hub One".

The second batch of land in the Hetao area will close for tender in mid-October, involving 3 plots of innovation and technology land and 1 plot of talent apartment land, with a total maximum buildable floor area of 1.136 million square feet. The Hong Kong-Shenzhen Innovation and Technology Park is developed in two phases. The total floor area of the first phase is about 10.76 million square feet, and land is expected to be launched continuously in the next two to three years.

2027 will usher in a peak period of land launch. The Hung Shui Kiu Modern Logistics Hub, which is now calling for expressions of interest, will launch the first plot of land for tender as early as from the end of 2027 to the beginning of 2028, involving 3 plots of e-commerce land with a total maximum floor area of nearly 3.3 million square feet.

The 10-hectare site of the Advanced Construction Industry Park located in South Yuen Long will call for expressions of interest in the first half of next year, and is scheduled to be officially tendered in 2028.

Lam Siu-lo, Chairman of the Panel on Development of the Legislative Council, said that one of the key points for investment attraction in the Hetao area is to unblock the "four flows" (people flow, logistics, capital flow and data flow), and pilot the relevant measures as soon as possible to attract information technology or biomedicine enterprises to settle down faster. He pointed out that the new direction of industrial parks at present is to integrate with university towns and industry-university-research institutes, and it is necessary to consider the synergy between industrial land and adjacent university towns, with universities providing training or scientific research support to promote the implementation of industries.
