The new policy on withdrawing Suzhou housing provident fund for home renovation has been implemented, with a maximum cumulative withdrawal limit of 150,000 yuan.

On September 24, the Notice on Supporting the Withdrawal of Housing Provident Fund for Home Renovation (Suzhou Housing Provident Fund [2026] No. 53) issued by Suzhou Housing Provident Fund Management Center officially came into effect. Contributors to the housing provident fund in Suzhou can apply for withdrawing their housing provident fund for renovating their self-occupied housing within the administrative region of Suzhou.

This notice is formulated to implement the Decision of the State Council on Amending the Regulations on the Administration of Housing Provident Fund, so as to better meet the diversified housing consumption demands of contributors.

In terms of withdrawal conditions, the contributor and their spouse have no outstanding housing provident fund loans across the country, and can only apply for renovation withdrawal for the same housing under the name of their family.

In terms of withdrawal quota, the total accumulated withdrawal amount of all withdrawers shall not exceed the amount indicated on the value-added tax invoice for home decoration and renovation, and shall not exceed 150,000 yuan. At least one month's contribution amount calculated based on the latest contribution base shall be retained in the individual provident fund account, excluding subsidies for new employees.

In terms of processing time limit, the application for renovation withdrawal shall be submitted within 2 years from the date when the value-added tax invoice for decoration and renovation is issued. The withdrawal can be made in a lump sum or in multiple installments, and the total number of installments shall not exceed 3 times. The withdrawal period shall not exceed 3 years from the date of application.

If the contributor and their spouse apply for renovation withdrawal again, there shall be an interval of no less than 10 years from the last renovation withdrawal. For withdrawals made in multiple installments, the time of the last withdrawal shall be taken as the reference point.

In terms of invoice requirements, the value-added tax invoice for decoration and renovation shall be issued on September 20, 2026 (inclusive) or later, and its authenticity shall be verified on the National VAT Invoice Verification Platform. The buyer shall be the property owner of the house or their spouse, and the seller shall be an enterprise legally established with the business scope of residential decoration and renovation.

In terms of credit management, the applicant shall sign a letter of commitment on site. If any act of fraudulent or illegal withdrawal is found, the illegally withdrawn housing provident fund shall be ordered to be returned within a time limit, and the party concerned shall not be allowed to withdraw the housing provident fund or apply for housing provident fund loans within 3 years, and the relevant record shall be included in the housing provident fund credit file.

In terms of background, Suzhou has issued the Notice on Optimizing the Policies for the Use of Housing Provident Fund in May earlier, adjusting the maximum individual provident fund loan limit to 1.5 million yuan and the maximum family loan limit to 2 million yuan.
