In February 2026, a Philippine credit practitioner told "One Fintech Goose" that ByteDance had obtained lending qualifications in the Philippines by acquiring (or restructuring) a licensed lending company.

The entity holding this Philippine license is —

PIPO Financing (PH), Inc. 

Recently, "One Fintech Goose" also found the trace of this licensed entity in the official partner document of TikTok Shop.

 01  Clues of ByteDance's Philippine "Lending" License

The original name of the entity holding this license was "Kidmmanj Lending Inc. ".

The company was established in September 2017, with SEC registration number SEC: CS201729260, CA: 2526 in the Philippines.

From 2017 to 2023, the company operated normally and was a well-established licensed lending company in the Philippines;

In November 2024, "Kidmmanj Lending" announced that "all lending businesses will be suspended due to internal system upgrade";

It is speculated that the plan for name change and equity transfer might have started around this time?

In 2025, TikTok Paylater was launched and put into operation in the Philippines;

At that time, it mainly cooperated with local licensed institutions such as Credit Technology, Akulaku and other institutions' local licenses.

On February 10, 2026, officials of the Credit Information Corporation (CIC) met with "PIPO Financing (PH), Inc.". The company, formerly known as Kidmmanj Lending, is now operating TikTok Paylater.

For borrowers, this meeting means that borrowing through  TikTok Paylater will be safer and more transparent under the guidance and compliance supervision of CIC.

In fact, through this official announcement from the Philippine CIC, it can be confirmed that the acquisition path of PIPO Financing is — ByteDance's TikTok obtained the Philippine financing license by acquiring/restructuring Kidmmanj Lending, a company with existing licenses.

"One Fintech Goose" note:

  • The Philippine CIC is a state-owned central credit information registration agency in the Philippines, established in 2015 in accordance with the Credit Information System Act (Republic Act 9510), whose status can be compared to the credit reporting center of the People's Bank of China.
  • The core functions of CIC are: to collect and integrate credit data from all credit providers including banks, non-bank financial institutions, insurance companies, and telecommunications companies, and build a nationwide unified credit information database.
  • The data sources of CIC include all licensed financial institutions in the Philippines, including banks, lending companies, financing companies, etc.
  • Interestingly, recently, in a "Memorandum Circular No. 20, Series of 2026 (MC No. 20, s. 2026)" issued by the Philippine SEC on "lifting the suspension of registration for online lending platforms", it was specifically mentioned:
  • All financing companies and lending companies operating online lending platforms (OLPs) must register to join CIC, and continuously submit complete and accurate credit data as required. The SEC also encourages enterprises to actively use the credit information provided by CIC in loan approval.

In addition, there is another official clue from TikTok —

The trace of this entity also appears in the TikTok Shop official partner document mentioned by "One Fintech Goose" at the beginning of the article.

If You are incorporated under the laws of the Philippines: our affiliate, PIPO (PH), Inc. ("PIPO PH"), will provide Payment Services to You, in its own capacity, or through its appropriately licensed affiliates or partners engaged by it. You must review and agree to: Affiliate Partner Payment Service Agreement – PIPO PH.

Translation:

If you are an entity incorporated under the laws of the Philippines: our affiliate  PIPO (PH), Inc. ("PIPO PH") will provide payment services to you in its own name, or through its duly licensed affiliates or partners. You must review and agree to: Affiliate Partner Payment Service Agreement – PIPO PH.

What can be confirmed from this passage is —

PIPO (PH), Inc. is listed as the "affiliated payment service provider" in the Philippine market.

According to this document, all TikTok Shop partners registered in the Philippines are required to sign the Affiliate Partner Payment Service Agreement with PIPO (PH), Inc.

Although the clause describes its role as "payment service", PIPO (PH), Inc. itself holds the Financing Company license registered by the Philippine SEC — which means that ByteDance's financing license entity in the Philippines has been written into the platform's public document as an official TikTok partner.

At this point, ByteDance's first "lending" license overseas has "surfaced".

It is worth mentioning that in this official terms of service, TikTok's markets in the Philippines, Malaysia, Singapore, Thailand, Vietnam and other Southeast Asian countries are provided with payment services by affiliated entities such as PIPO (PH), PIPO (MY), PIPO (SG), PIPO (HK), and the document clearly refers to each PIPO entity as an "affiliate" of TikTok.

This also means that PIPO is ByteDance's unified financial brand architecture deployed in Southeast Asia — not only for payment, but also extended to the financing license level in the Philippines.

As mentioned above, in August this year, the Philippine SEC has lifted the freeze on online lending licenses, and applications for two types of lending licenses, Financing Company (FC) and Lending Company (LC), are now open.

However, while opening up applications, the entry threshold has been raised — setting a paid-in capital requirement of tens of millions of pesos in steps according to the number of online platforms operated, and at the same time mandating credit reporting submission, standardized credit disclosure, and restriction on collection behaviors...

Interestingly, ByteDance just landed its licensed entity PIPO Financing (PH), Inc. in advance during the ban window period.

When the industry door reopens, ByteDance has already run through the complete e-commerce + credit business in the Philippines, forming a clear first-mover advantage.

 02  ByteDance's Overseas Credit Business Takes Shape Rapidly

ByteDance's Philippine financing license is just the first piece it has placed on its overseas credit chessboard.

Judging from the currently public information, ByteDance's overseas credit territory is taking shape rapidly.

"One Fintech Goose" speculates that ByteDance's next "lending" license will most likely be in Malaysia.

  • 2023: ByteDance wholly established PIPO Fintech Sdn Bhd (PIPO Fintech MY) in Malaysia as the local financial vehicle of TikTok.

Also in this year, TikTok PayLater cooperated with "buy now pay later" service provider Atome in Malaysia to provide installment services on its Malaysian e-commerce platform.

  • 2024: This entity obtained the payment service provider qualification issued by Bank Negara Malaysia (BNM) — which can independently process the settlement of payment for goods and user payments across the entire TikTok Shop platform.

This is equivalent to obtaining a payment license.

  • October 2024: PIPO Fintech MY has launched its self-operated TikTok PayLater installment service;

The key turning point came in the middle of this year.

  • June 2026: The Consumer Credit Act 2025 of Malaysia officially came into effect — mandating all self-operated BNPL services to submit license applications before November 30, 2026.

According to reports from local media — PIPO Fintech MY under TikTok has completed the full set of applications for paid-in capital, risk control system, and director suitability in June, and is now in the stage of regulatory document review, with license issuance expected to be completed by the end of November 2026.

That is to say, since June 2026, TikTok PayLater in Malaysia has switched to using its own funds to issue installments, and simultaneously submitted the application for the legal SK consumer credit license, operating legally during the transition period of obtaining the license.

Looking at Indonesia again:

Previously, there were rumors in the market that TikTok took a stake in Indonesia's GoTo Group and obtained its Indonesian financial licenses.

After sorting out by "One Fintech Goose", that is not the case in fact.

Due to the Regulation No. 31 issued by the Indonesian Ministry of Trade in 2023, it is clearly stipulated that: Social commerce platforms are prohibited from directly conducting payment transactions, and social media can only promote goods, not conduct e-commerce sales. In October 2023, TikTok was forced to close TikTok Shop in Indonesia.

After that, in December 2023, TikTok took a 75.01% stake in PT Tokopedia, the e-commerce subsidiary under the GoTo Group, and GoTo changed from absolute control to a minority shareholder. TikTok also promised to inject an additional 1.5 billion US dollars into the integrated PT Tokopedia as operating funds.

That is to say — what TikTok bought is the e-commerce subsidiary (PT Tokopedia) under the GoTo Group, and obtained the PMS license (license for operators conducting trade through electronic systems).

However, it does not include the financial services subsidiary (GoTo Financial). The Indonesian payment settlement of TikTok is completed through GoPay (belonging to GoTo Financial), which is still owned by the GoTo Group and not under TikTok's control.

After the transaction, GoTo remains an ecosystem partner of PT Tokopedia, providing digital financial services from GoTo Financial.

Other countries in Asia:

Thailand:

TikTok PayLater still adopts the third-party diversion model, with installment funds and risk control all provided by licensed credit institution True Money;

Vietnam:

Independent BNPL service has not been launched, only short-term interest-free installment cooperation with banks is available

Singapore:

PIPO (SG) holds the MPI license issued by MAS, but this is a payment license, not a lending license.

Turning our attention to Latin America —

Brazil:

In April 2026, many domestic media reprinted a Reuters report — two people familiar with the matter revealed that TikTok, a social media platform controlled by ByteDance, is applying for a fintech license from the Central Bank of Brazil, planning to carry out lending and payment businesses.

And the article of "One Fintech Goose" last year mentioned that ByteDance was recruiting credit product managers in Brazil and Mexico, and at the same time planned to invest more than 200 billion reais (about 39 billion US dollars / 266 billion RMB) in Brazil over 10 years to build data centers.

Mexico:

In April this year, TikTok Shop fully launched TikTok PayLater, with a maximum credit line of 30,000 Mexican pesos, supporting installment shopping. There is no relevant license at present, and it mainly cooperates with institutions such as Klarna.

Europe —

Not much news related to financial licenses has come out so far.

European and American countries:

Installment services for TikTok Shop are still provided through institutions such as Klarna and Clearpay.

 03  ByteDance's Overseas Lending Path Is Consistent With Its Domestic Path

Up to this point, ByteDance's overseas credit path, especially in the Philippines, has outlined a clear outline. And it is almost consistent with the domestic path —

First cooperate with local licensed institutions to expand business scale, then obtain licenses on its own to further expand the business scale with stronger compliance.

But it should be noted that — even if ByteDance has obtained the license on its own, it does not mean that all credit businesses are undertaken solely by the licensed entity under its name.

After obtaining the license, ByteDance will still cooperate with third-party financial institutions.

Even in the Philippines, where PIPO (PH), Inc. is ByteDance's own financing license entity, TikTok PayLater may still cooperate with third-party licensed institutions on the capital side and risk control side.

The official terms of TikTok Shop also clearly reserve this channel — PIPO PH can provide services "in its own name", or perform services "through duly licensed affiliates or partners engaged by it".

This is consistent with the logic of domestic products such as "Fangxinjie" and "Yuefu", which have their own licenses while accessing financial institutions such as partner banks, consumer finance companies and trusts.

One can't help but marvel — with TikTok's global traffic, replicating the mature domestic credit product path, and obtaining financial licenses in key markets one by one, the combination of these three factors makes ByteDance's overseas credit strength not to be underestimated.

Back to the beginning of the article, this first piece placed in the Philippines is now leveraging a larger global credit territory.
