Guangzhou is soliciting public opinions on the "15th Five-Year" Plan for Housing Development, and plans to promote the implementation of completed home sales.
On July 21, the "15th Five-Year Plan for Housing Development in Guangzhou (Draft for Comments)" was released on the official website of the Guangzhou Municipal Bureau of Housing and Urban-Rural Development to solicit public opinions.
The draft clarifies that during the 15th Five-Year Plan period, Guangzhou will stabilize the housing market, take multiple measures to unlock housing consumption potential, and reform and improve the basic system of commercial housing, explicitly mentioning the "steady and orderly advancement of the existing home sales system". At the same time, it will optimize housing supply to better meet residents' demand for housing security, enabling working-income groups to gradually achieve home ownership. Guangzhou will also intensify urban renewal efforts and innovate to promote the orderly renovation of old residential communities.
The draft specifies that during the 15th Five-Year Plan period, Guangzhou will continuously meet residents' diverse housing purchase demands. It will optimize the scale and rhythm of commercial residential land supply to promote a balance between market supply and demand. The city will steadily increase housing support for newly introduced talents, newly employed college graduates, families with first marriage and first childbirth, multi-child families, and families supporting elderly members, to reduce the pressure of purchasing their first home. It will also strengthen policy support for the "sell old, buy new" initiative and implement relevant preferential tax measures.
Guangzhou will adopt comprehensive policies to digest the existing inventory of commercial housing. It will optimize the "housing voucher" resettlement policy, expand the applicable scope of housing vouchers, and improve their usage efficiency. The city supports the acquisition of existing commercial residential properties as resettlement housing during the urban village renovation process, and encourages the purchase of existing commercial and office properties for resettlement as operational properties. It will step up efforts to reduce the inventory of commercial and office properties, and promote the compliant conversion of existing commercial and office properties to uses such as medical care, education, elderly care, hotels, wellness, and indemnificatory housing according to local conditions. The city will steadily advance the acquisition of existing commercial housing for use as indemnificatory housing, and coordinate the promotion of purchases of existing commercial housing by enterprises and public institutions such as schools and hospitals to be used as student dormitories and staff dormitories.
Guangzhou will continue to cultivate and develop the housing rental market. It supports all types of entities in constructing, renovating, and operating long-term rental housing, revitalizing existing housing stock to effectively increase the supply of rental housing. The city supports the development of market-oriented and professional housing rental enterprises to improve housing rental operation and service standards. It will standardize the management of rental housing in urban villages, and enhance the quality of rental housing in conjunction with urban village renovation. Aligning with the residential supporting demands of industrial parks, the city will explore the transfer of rental housing land targeted at industrial talents to build new-type industrial communities.
During the 15th Five-Year Plan period, Guangzhou will strengthen financial coordination and linkage, promote the reform of real estate development financing methods, and push for the transformation of real estate enterprise financing from relying on entity credit to meeting the reasonable financing needs of real estate projects. Each project will designate one bank or banking syndicate as the host bank, where all funds from project development, construction, and sales will be deposited. The host bank will guarantee the reasonable financing needs of the project company, forming a virtuous cycle mechanism of shared benefits and risks between the host bank and the project company. The city will implement the closed-loop fund management requirements for real estate projects: before project delivery, investors are strictly prohibited from illegally misappropriating sales and financing funds of the project company, and from withdrawing capital contributions or distributing dividends in advance.
Guangzhou will proactively and prudently plan pilot projects for the existing home sales system, and select suitable plots to carry out pilots at an appropriate time. It will strengthen financial service support, encourage commercial banks to increase the development loan quota for existing home sales projects, and offer preferential interest rates. For plots designated for existing home sales, support such as phased payment of land prices and public resource supporting facilities will be provided. For projects that continue to implement pre-sales, the supervision of commercial housing pre-sale funds will be standardized, and the use of funds will be regulated.
In terms of indemnificatory housing, Yuexiu, Liwan, Haizhu, Tianhe, and Baiyun Districts will focus on tapping the potential of existing stock and optimization and upgrading, to improve the living quality and security capacity of the central urban area. Suburban areas such as Panyu and Huangpu Districts will serve as key incremental areas for indemnificatory housing oriented by industry-city integration. With the core goal of supporting the city's manufacturing-based development and serving new quality productive forces, indemnificatory housing will be distributed in advanced manufacturing agglomeration areas to meet the rental housing demands of new citizens and young people, as well as the rigid housing purchase demands of working-income groups. Huadu, Nansha, Conghua, and Zengcheng Districts will, in combination with local housing security demands, undertake the overflow of housing security demands from areas with limited land resources, orderly increase the supply of indemnificatory housing, and support the optimization of the overall spatial layout of indemnificatory housing across the city.
The draft requires that indemnificatory housing projects should be preferentially located around rail transit stations and within a reasonable commuting range of industrial agglomeration areas, integrated with work such as the redevelopment of idle and inefficient land, TOD development of rail transit stations, urban village renovation, and revitalization of existing housing stock. This will create well-connected and fully supported residential communities that attract new citizens and young people to rapidly gather around key industrial platforms, stimulating the vitality of the surrounding areas.
During the 15th Five-Year Plan period, Guangzhou will explore the establishment of an integrated urban renewal promotion mechanism. It will improve the urban renewal policy and regulatory system, and continuously perfect the legal framework covering all fields and the entire process of urban renewal. The city will optimize the urban renewal working mechanism, simplify project approval procedures, strengthen process supervision, and establish a regular policy evaluation mechanism to adapt to renewal demands. It will support professional operating institutions to get involved in advance and promote the renovation and operation of urban renewal projects in an integrated full-process manner.
Guangzhou will actively and steadily promote urban village renovation according to three types: demolition and new construction, renovation and upgrading, and the combination of demolition and renovation, implementing the new urban village renovation model of "expropriation in accordance with the law and transfer of cleared land". It will orderly advance demolition and new construction projects to form positive demonstration effects. The city will increase efforts to rescue projects under the old renovation model: for projects facing difficulties, it will actively coordinate to solve key and challenging problems; for projects that are ready to start construction, it will provide service guarantees in links such as scheme approval, land use procedures, and planning submission, to push projects to start construction as soon as possible.
Guangzhou will support eligible old residential buildings to implement independent renewal and original demolition and reconstruction, creating a Guangzhou model. It will further promote the facility upgrade, functional optimization, and aging-adaptive renovation of dilapidated public housing. Focusing on the renewal and transformation of old residential buildings, optimization of public space facilities, and quality improvement of blocks, the city will explore a new path to promote large-scale contiguous renovation of old urban areas through independent renewal. It will explore the establishment of a project renovation fund-raising mechanism to expand diversified financing channels, and strengthen policy support for independent renewal and renovation projects in aspects such as planning and land management, project approval, and property right registration.
