Can products with expired 3C certificates continue to be sold?

Abstract:

Is there a new development in the recently well - publicized power bank "recall" incident?

On June 26th, the Civil Aviation Administration issued an urgent notice stating that starting from June 28th, passengers are prohibited from carrying power banks without a 3C logo, with unclear 3C logos, or of recalled models or batches on domestic flights.

The notice mentioned that since this year, there have been multiple incidents of lithium - battery products such as power banks carried by passengers catching fire or emitting smoke on the plane. Recently, several leading power bank manufacturers have recalled multiple batches of products due to safety risks in the battery cells, and the State Administration for Market Regulation has revoked or suspended the 3C certifications of several power bank and battery cell manufacturers.

Phoenix Tech noticed that many power bank products without a 3C logo are still being sold on e - commerce platforms. For example, in the Baseus flagship store on Taobao, a power bank named "Baseus Mingdian Power Bank 10000mAh, Large - capacity, Self - contained Cable, Fast - charging Mobile Power Supply" with the model number PPMD10 has no 3C certification label on both the product detail page and the power bank packaging.

Regarding whether this power bank has 3C certification, the official website customer service said: "The national mandatory 3C certification was issued in the second half of last year, so there may be products without a 3C logo from before. However, our products have always met the national safety standards, so you can rest assured."

Moreover, on JD.com, a product named "Xiaomi (MI) Xiaomi Power Bank 10000, Self - contained Cable, Two - way Fast - charging, Pocket - sized Power Supply, Blue - Gray" sold at 89 yuan in the Xiaomi JD self - operated flagship store seems to have had its 3C certificate revoked.

The product detail page shows that the model number of this power bank is P15ZM, and it is a product subsidized by the state. It has already sold over 2 million units. Phoenix Tech queried the official website of the State Administration for Market Regulation and found that the 3C certification certificate number corresponding to this power bank is CQC22001368599. The original validity period of this certificate was until November 23, 2027, but it was marked as "revoked" on February 19, 2024. The manufacturer is Jiangsu Zimi Electronic Technology Co., Ltd.

In response to this problem, the customer service staff said: "Power banks produced before August 1, 2024, do not have 3C certification because 3C certification was not mandatory at that time. Those produced after August 2024 all have 3C certification. (The sales date does not represent the production date. The production date can be seen on the back of the packaging box)."

As for whether products without mandatory 3C certification can still be sold after the certificate is revoked and how to query the production date of the power bank, the customer service staff said that currently, the production date of the product cannot be queried online; the production date of some products can be found near the white barcode on the packaging box (usually below the barcode on the packaging box).

Coincidentally, another power bank named "10000 22.5W Apple 20w Charging PD Two - way Fast - charging, Silver" sold at 75 yuan in the same store seems to have the same problem.

Phoenix Tech also found that customer service representatives on different platforms give different answers to the same question. On Pinduoduo, a store named "Xiaomi Brand Good Goods" is selling a power bank named "Xiaomi Power Bank 20000mAh, Portable, Large - capacity, 18w Two - way Fast - charging Mobile Power Supply" with promotional slogans such as "Final Return to the Factory for the 618" and "Limited - time Flash Sale".

In response to Phoenix Tech's question "Does this product have 3C certification?", the customer service replied that according to national regulations, since January 1, 2024, all mobile power supplies produced by Xiaomi have passed 3C certification and provided a test report.

Based on the information in this report, Phoenix Tech queried and found that the model number of this product is PLM18ZM and the 3C certificate number is SMQPV202115010008. On the Certification and Accreditation Information Public Service Platform of the State Administration for Market Regulation, it shows that this product's 3C certification was revoked as early as September 18, 2023.

Regarding the question "Can products with an expired 3C certificate continue to be sold?", according to Phoenix Tech, if a power bank was produced before August 1, 2024, and it had obtained 3C certification at that time but the certification was later cancelled, whether it can continue to be sold needs to be determined by the certification body.
