2026 marks the first year of the 15th Five-Year Plan. The Outline of the 15th Five-Year Plan and the Opinions on Developing New Quality Productive Forces issued by the Central Committee of the Communist Party of China and the State Council have made arrangements for emerging industries including artificial intelligence, integrated circuits, robotics and embodied intelligence. With the accelerated advancement of technological innovation, industrial investment and commercial application, legal issues faced by enterprises have expanded from single transaction support to multiple links such as data and algorithm governance, intellectual property rights, product safety, supply chain, export control, investment and financing, capital market, global expansion and dispute resolution.
To build a more precise connection between the industry and legal services, and help enterprises, investment institutions and industrial platforms identify lawyers who have in-depth understanding of technologies, business models and regulatory environments, Ouke Legal, in collaboration with 36Kr, launches the survey for the *2026 NewEco Elite Embodied Intelligence & Artificial Intelligence Industry Star Law Firm/Lawyer Directory*, which will be officially released at the Embodied Intelligence Sub-forum of 36Kr 2026 WISE Business King Conference.
01 Survey Methodology
1. Public survey and proactive research: Applications are accepted from individual lawyers, unified submissions from law firms, and recommendations from enterprises; the research team will also retrieve official websites of law firms, judicial documents, transaction announcements and reports from credible media.
2. Material verification and client feedback: The authenticity of submitted contents will be verified through cross-check of public information, supporting documents, supplementary inquiries and client interviews.
3. Offline survey and comprehensive evaluation: Comprehensive evaluation will be carried out from dimensions including industrial relevance, legal complexity and professional innovation, service outcomes and industry influence, service depth and sustainable capacity, team collaboration and professional ethics.
4. Expert review and result finalization: After the research team completes the qualification review and preliminary evaluation, the final directory will be formed after rechecking with opinions from enterprise actual controllers, directors, supervisors and senior managers, investors, industrial experts, in-house legal counsels of enterprises and senior legal professionals.
02 Application Requirements
1. The applying lawyer shall continuously provide legal services for clients in the embodied intelligence and artificial intelligence fields;
2. The lawyer shall practice law in accordance with relevant laws within or outside the territory of China;
3. Individual lawyers can submit applications directly, or the law firm can organize unified submission; if multiple lawyers from the same law firm apply for the same track, please fill in the form separately;
4. All application materials shall be true, accurate and verifiable, and comply with the requirements of conflict of interest, client authorization, personal information protection and confidentiality obligations.
03 Survey Process
1. Survey period: October 19, 2026 to November 15, 2026.

3. Submission method: Send the completed survey form to

4. Email naming rule: Track name + lawyer name + law firm. Example: Embodied Intelligence + [Lawyer Name] + [Law Firm Name].
5. The deadline is subject to the actual receipt time of the survey email. For incomplete materials, the research team may contact the applicant for supplementary information around the deadline; whether overdue materials are included in this year's survey will be decided by the organizer in combination with the review progress.

04 Confidentiality and Notes
The organizer will take reasonable confidentiality measures for the information marked as non-public in the survey materials, which will only be used for the purpose of this survey, verification and review. The client names, transaction information, case details or client evaluations cited externally will be limited to the authorization scope of respondents and relevant public information.
