Wanning unveils its 15th Five-Year Plan, planning four 100-billion-yuan industrial clusters and 193 major projects.
On September 7, the series of themed press conferences titled "Kick-Starting the 15th Five-Year Plan" of Hainan was held in Haikou. It was introduced at the meeting that during the 15th Five-Year Plan period, Wanning will anchor the overall goal of "building an important node city in eastern Hainan and striving to be a top performer in the high-quality development of the Free Trade Port", adhere to strengthening characteristic industries, firmly guard the ecological bottom line, deepen mountain-sea linkage, and coordinate urban-rural integration.
In terms of industrial layout, Wanning, based on its own advantages, proposes to build four 10-billion-yuan-level industrial clusters covering tropical characteristic efficient agriculture, new-type industry, tourism service industry and marine economy. In the cultural and tourism industry, Wanning will polish the IP of Riyue Bay World Surfing Resort, develop water sports such as diving, yachting, sea fishing, motor boating, sailing and paddleboarding, as well as emerging business forms such as hiking, low-altitude flight and skydiving, to build a diversified sports tourism product system.
In terms of tropical agriculture, Wanning will expand the planting scale of high-quality tropical fruits and vegetables such as pineapples and durians, strengthen the full industrial chain of Xinglong coffee "from seed to cup", tackle the breeding of breeding stocks of red grouper and yellowtail kingfish, and consolidate the national-level aquatic product base. In terms of new-type industry, Wanning will extend the processing chains of pandan, coffee, areca nut and aquatic products, and explore the "two ends outside" manufacturing mode for surfing equipment. In terms of marine economy, Wanning will promote factory-based smart aquaculture, deploy marine new energy projects such as offshore floating wind power, and proactively lay out future industrial tracks including low-altitude economy, bio-manufacturing and new materials.
The relevant person in charge of the Wanning Municipal Development and Reform Commission said that focusing on the four 10-billion-yuan-level industrial clusters, the city will promote the concentration of policy, land, capital and talent factors into the industrial parks during the 15th Five-Year Plan period, to build four major industrial parks. Among them, the Southeast Asia Industrial Cooperation Base focuses on undertaking cross-border processing projects of ASEAN, overseas Chinese-invested economy, and import and export of tropical agricultural products; Wanning International Sports Industrial Park focuses on sports equipment manufacturing and international event projects; Wanning Industrial New City focuses on the implementation of the value-added processing tariff exemption policy, and develops food processing and bonded related industries; the Maritime Economic Cooperation Base focuses on the layout of smart fishing ports, cold chain storage, marine equipment and maritime services.
The person in charge introduced that Wanning will establish a full-cycle tracking and service mechanism for major projects, make good use of the land supermarket to revitalize the stock of land, and give priority to guaranteeing the land and energy use for key projects in the parks; broaden financing channels such as special bonds, industrial funds and REITs, guide private capital to participate in the development of parks and the construction of industrial projects, and actively align with RCEP to attract overseas Chinese businessmen and foreign-funded enterprises to settle in the parks.
Relevant responsible persons of Wanning Municipality said that during the 15th Five-Year Plan period, the city has planned a total of 193 major projects, including characteristic projects of sports tourism, coffee processing and fishing port economy, as well as projects related to inclusive people's livelihood, ecological governance and urban-rural infrastructure. In terms of urban-rural integration, the city will implement the integrated development of "Wancheng-Xinglong", carry out urban renewal actions, develop new business forms such as rural tourism, homestay study tours and cultural experience, build a number of famous towns with coastal characteristics, and systematically implement two major lagoon ecological restoration projects.
