Shanghai issues the near-term implementation plan for territorial spatial planning to promote the construction of the five centers.
On September 4, the Shanghai Municipal Planning and Natural Resources Bureau issued the *Shanghai Territorial Space Recent Implementation Plan (2026-2030)*.
The plan points out that it will enhance the status of the international economic center, strengthen the leading function of high-end industries in the main urban area, and improve the industrial carrying capacity of the five new comprehensive node cities, as well as the agglomeration capacity of the strategic industrial belt along the Yangtze River and coastal areas. It will build world-class business districts, comprehensively improve the quality and operation level of key business districts such as Nanjing Road and Xujiahui, and develop an international consumption center city.
It will enhance the competitiveness of the international financial center, strengthen the agglomeration of high-end financial elements in Lujiazui Financial City, the Bund Financial Agglomeration Belt, and Dishui Lake Financial Bay. It will reinforce the hub function of the international trade center, promote high-level trade entities such as the headquarters of multinational trading companies to gather in the core area of the main city, and support the Lingang New Area, Hongqiao International Central Business District and its surrounding areas, Oriental Hub International Business Cooperation Zone, Waigaoqiao and other regions to build comprehensive trade platforms. It will improve the resource allocation capability of the international shipping center, accelerate the construction of projects such as the Northern Xiaoyangshan Operation Area and the Phase II of Luojing Container Terminal, basically complete the Phase IV expansion project of Pudong International Airport, and build shipping service clusters covering Yangshan-Lingang, Waigaoqiao, North Bund, Lujiazui-World Expo and other areas. It will speed up the construction of the international science and technology innovation center, and build distinctive growth poles for innovative element agglomeration in the waterfront areas of "One River, One Creek", Zhangjiang Science City, "Big Zero Bay", Xicen Science and Innovation Center and other featured regions.
