The "15th Five-Year Plan" of Shanghai Lingang New Area was released, and three 100-billion-yuan-level industrial clusters will take shape by 2030.
Recently, the official website of the Shanghai Municipal Government released the "15th Five-Year Plan for the Development of the Lingang Special Area of China (Shanghai) Pilot Free Trade Zone" (hereinafter referred to as the "Plan").
According to the Plan, by 2030, the high-level opening-up system of the Lingang Special Area will be further improved, the advantages of the "Five Centers" development will be fully highlighted, the capacity for generating industrial innovation will be notably enhanced, special economic functions will be nurtured at an accelerated pace, innovative and entrepreneurial talents will gather extensively, and modern urban functions will be fully upgraded.
First, it will be a pilot demonstration zone for the country's high-level opening-up pressure test. We will strengthen institutional innovation in fields including cross-border data flow, cross-border finance and offshore finance, high-energy shipping services, new bonded business forms, and offshore scientific and technological innovation, bolster special economic functions, and build a leading hub featuring highly active opening-up and innovation, highly convenient factor flow, and full integration with international rules.
Second, it will be an important functional zone for the city's "Five Centers" development. We will accelerate the development of the "4+1" cutting-edge industrial clusters covering integrated circuits, civil aviation, high-end equipment, smart vehicles and digital economy, take the lead in carrying out pilot offshore finance initiatives, further expand the scale of offshore trade, deepen the development of the Digital Comprehensive Bonded Zone (hereinafter referred to as the "Digital Comprehensive Bonded Zone"), enhance the status of Yangshan Port as a global shipping hub, build an international shipping green energy bunkering center, and promote the continuous improvement of the efficiency of scientific and technological innovation generation and transformation. By 2030, 3 manufacturing industrial clusters with an output value of 100 billion yuan each will be formed, and the average annual growth rate of gross regional product will reach 7.5%.
Third, it will be a Lingang Science and Innovation City that gathers innovative and entrepreneurial talents from home and abroad. We will strive to improve the whole-chain innovation system covering "basic research - technological breakthrough - achievement transformation - enterprise incubation", promote more original breakthroughs from "0 to 1", and accelerate the industrialization process from "1 to N".
