On August 13th, news came that in order to standardize the market order of mobile power banks and strengthen the safety supervision of lithium battery products, the Certification and Accreditation Administration of the People's Republic of China (hereinafter referred to as "CNCA") recently officially issued the "Implementation Rules for Compulsory Product Certification of Mobile Power Banks, Lithium-ion Batteries and Battery Packs (Trial)". The new regulation will be fully implemented on August 15th, 2025. This means that starting from the day after tomorrow, all power banks, lithium-ion batteries and related products without 3C certification will no longer be allowed to be produced, imported or sold.

According to the requirements of the new regulation, relevant certification bodies need to formulate implementation details based on the new rules and file them with CNCA before they can carry out certification work and issue certificates. Currently, the valid 3C certification certificates that have been issued can continue to be used, but they need to be gradually transitioned to the new certification system through methods such as renewing certificates upon expiration, product changes or standard updates. This "natural transition" mechanism not only ensures the stable operation of the market, but also reserves sufficient adjustment time for enterprises.

The 3C certification (China Compulsory Certification) is a market access system established in China based on laws and regulations such as the "Product Quality Law" and the "Standardization Law". Its core goal is to ensure the personal safety of consumers, safeguard national security and protect the environment. CNCA has specifically emphasized that since the implementation of the new regulation, all mobile power banks sold on the market must pass the 3C certification, and products without certification will face being removed from the shelves.

The frequent occurrence of safety hazards is the main reason for issuing the new regulation. In recent years, safety accidents of power banks have often been reported in the media. Since 2024, the market supervision department has cumulatively reported 17 batches of power bank products with potential safety hazards in battery cells, involving many well-known brands. Some enterprises have had their products forcibly recalled due to problems such as using inferior battery cells and lacking overcharge protection design. More seriously, the 3C certification certificates of several battery manufacturers have been revoked or suspended in accordance with the law, exposing the weak links in the industry's quality control.

Facing the possible counterfeit certification logos in the market, CNCA has simultaneously issued a guide for identifying 3C logos:

1. Color identification method: The genuine 3C logo is designed with a white background and a black pattern, and the edges of the pattern are clear and sharp. When observing it against the light, the black "CCC" characters contrast sharply with the white background, without blurring or double - image phenomenon.

2. Stereoscopic perspective method: Place the logo at eye level and observe the internal pattern through the diamond - shaped outer frame. The genuine logo has an obvious three - dimensional sense of depth, and the pattern presents a floating effect; while most counterfeit products are flat - printed and lack hierarchical changes.

3. Official verification method: Consumers can query the authenticity by entering the certificate number on the "National Certification and Accreditation Information Public Service Platform" (cx.cnca.cn), or scan the QR code on the product packaging for verification.
